Utah has adopted a new, cost-effective strategy for combating homelessness. Born from research showing that, above all, the homeless need homes, it entails moving people off the streets, and from publicly-funded institutions of care, directly into permanent, affordable apartments with supports.

Housing as a solution to homelessness may seem obvious. But only recently has federal policy endorsed the approach with states like Utah leading the way.
